The Sr. Grants Manager will be responsible for the day-to-day management of the USAID funded Sustainable Higher Education Research Alliance (SHERA) Program and the US State Department funded Global Innovations Initiative (GII) Program. This includes overseeing the implementation of program deliverables, oversee program budgets, ensure USAID and DoS compliance, and lead program communications. This position will be based out of either IIE’s headquarters in New York, NY or IIE’s office in Washington, DC. Both programs are designed to increase and strengthen research collaborations through the award of large grants to universities consortia focusing on science, technology, engineering, and mathematics (STEM)-related issues. The SHERA Program is based in Jakarta, Indonesia, has a $20 million budget and is focused on collaborations between Indonesian and U.S. higher education institutions. GII is based out of New York City, has a $4.6 million budget and is focused on collaborations between the U.S., UK, and other selected countries, with IIE administering the U.S. grant competition. The Sr. Grants Manager will work closely with program teams and with IIE central services offices to support quality program execution and ensure compliance with sponsor and IIE regulations and policies. Work is carried out independently under general supervision.

Essential Duties and Responsibilities include the following.

Grants Management

  • Lead the development of pre-solicitation announcements and Requests for Application (RFA) for the university consortia grants. This requires training Indonesia-based Grants Manager on IIE grants processes and internal systems, reviewing collaborative work, contributing content, and finalizing the end product prior to distribution.
  • Oversee USAID compliance, US DoS compliance, and IIE regulations and policies with regards to the implementation of SHERA and GII. This includes training the SHERA Grants Manager on policies and procedures, especially related to university consortia grants, and checking in regularly to monitor compliance.
  • Provide all-around oversight of university consortia grants to ensure compliance and report on outcomes. This includes reviewing narrative and financial reports, and working with sub-awardees on any issues.
  • Coordinate program finance oversight through regular updates with Indonesia- and U.S.-based Finance Managers on financial planning, budget-related issues, reporting and invoicing. Provide high-level financial updates to home office leadership.
  • Periodically make field visits to address administrative issues; conduct training, audits, and technical research; and contribute to work planning.
  • Liaise with Grants Manager and other Finance Managers on sub-award process, grant closeout, and other reporting requirements.
  • Provide support for IIE Research & Evaluation team on program evaluation.

Program Management

  • Program Director for USAID and other stakeholders. This includes providing process-related expertise, advising on content, and writing and reviewing significant portions of the reports.
  • Manage external program communications, including the creation of materials such as PowerPoint presentations, talking points, blogs, infographics, and boilerplate language for brochures, press releases, and websites. Responsible for direct communication with GII sponsor, the U.S. Department of State.
  • Manage internal project communications including leading regular (at least monthly) check-ins with project team and other internal stakeholders, ensuring clear communication of processes and deadlines, and providing project updates to Assistant Director and other internal leadership.
  • Represent SHERA and GII to internal and external stakeholders in meetings.
  • Work in conjunction with the Program Director and the Human Resources Department to facilitate staff planning, recruitment and on boarding of team members.
  • Serve as home office liaison for SHERA team with shared services offices such as Grants & Contracts, Admin, Controllers, etc.
  • Manage and support SHERA team use of internal operations and communication/collaboration platforms, including PeopleSoft, Box, Extranet, etc.
  • Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures.
  • Performs other related duties and functions as assigned.

Job Requirements *

Education/Experience:

  • Bachelor’s degree in related field such as social sciences and international affairs. Master’s preferred.
  • At least five to seven years of progressive experience in providing management support to projects in developing countries.
  • International grants management experience.
  • USAID and U.S. Department of State grants management experience preferred.

Knowledge, Skills, and Abilities:

  • Familiarity with USAID regulations.
  • Financial management and budgeting experience, preferably with a USAID or other government program.
  • Comfortable working on a multi-cultural team in various time zones.
  • Excellent facilitation, interpersonal and team management skills.
  • Exceptional ability to plan and organize work, develop tools, prepare and summarize reports and other deliverables, and follow-through on agreed-upon actions.
  • Excellent editing and multi-media presentation skills.
  • Fluency in spoken and written English. Knowledge of Bahasa is a plus.
  • Experience with Indonesian customs and culture preferred.
  • Willingness and ability to travel abroad on short-term assignments.
