Egypt: Chief of Party, STEM Teacher Education and School Strengthening Activity

Purpose of Position:

IIE is seeking applicants for a Chief of Party, for the anticipated 5 year USAID funded STEM Teacher Education and School Strengthening Activity (STESSA) which will support Faculties of Education at Egyptian public universities to develop, deliver, and sustain high-quality STEM teacher education and preparation programs at the undergraduate and graduate levels while also institutionalizing knowledge, roles and process and developing sustainable capacities and support systems within the Ministry of Education (MOE) to maintain existing STEM schools, replicate the model, and scale up STEM education nationwide.
The Chief of Party will provide overall leadership, vision, management, and direction for the program in order to achieve program goals and objectives. He/she will be responsible for the overall program management and implementation. Work is carried out independently under general supervision.
Essential Duties and Responsibilities include the following.

  • Provide leadership, management and direction to the program.
  • Serve as the program’s primary interlocutor with USAID/Egypt, the Government of Egypt (GOE), and program stakeholders and partners.
  • In collaboration with USAID/Egypt, set a clear strategic vision and plan, develop, and coordinate program activities and corresponding budget(s) to meet project goals and objectives.
  • Build capacity of the local in-country team, including coaching and mentoring, to ensure quality and timeliness of deliverables.
  • Oversee the design and implementation of efficient, results-oriented, cost-effective interventions to improve STEM teacher preparation, including pre- and in-service teacher training, and strengthen MOE capacity to manage and scale up STEM education.
  • Coordinate with USAID partner organizations as requested by USAID/Egypt – including GOE ministries, agencies, universities, PVOs/NGOs, and private sector entities – to conduct assessments and plan, implement and evaluate program activities.
  • Oversee project finances, budgeting, and procurement, ensuring that all finance and procurement is compliant with USG and IIE policies and procedures.
  • Ensure compliance with applicable contract and sponsor requirements and all IIE policies and procedures.
  • Perform other related duties and functions as assigned.

People Management

  • Manage and lead a team, including both direct and indirect reports.
  • Prioritize, organize, distribute, and coordinate the flow of work. Assess workload based on priorities and level of complexity.
  • Guide individual performance via timely feedback and support. Make recommendations concerning employment, termination, performance evaluations, salary actions, and other personnel actions.
  • Train team on all policy and program updates; identify appropriate training and development opportunities.

Job Requirements

Education/Experience:

  • Master’s degree in a relevant area such as Public Policy, Education, or International Development, Ph.D. preferred.
  • At least 15 years’ of experience implementing international development programs, including substantial experience leading complex education reform projects at the university and pre-university level. Experience managing large donor funded projects required; COP/Project Director experience preferred.
  • Direct work experience in Egypt or MENA region preferred.
  • Experience on teacher training programs and/or STEM education programs preferred.

Knowledge, Skills, and Abilities:

  • Excellent verbal and written communication in English; knowledge of Arabic is preferred.
  • Demonstrated understanding of the Egyptian education context; understanding of STEM teacher training within the broader Egyptian education context preferred.
  • Strong knowledge of relevant USAID and USG policies, strategies, and requirements.
  • Experience in pre-service and in-service teacher education, higher education reform, and educational policy and systemic reform preferred.
  • Excellent project management and organizational skills; must be accurate and follow through on assignments.
  • Proven strong team building, capacity building and management skills.
  • Ability to handle sensitive and confidential information with tact and discretion.
  • A commitment to international education, cross-cultural exchange, and the IIE’s mission.
