United States of America: Senior Program Finance Manager

Purpose of Position: The SPFM oversees the management and execution of the program’s approximate $10 million annual operating budget by providing a wide range of fiscal and technical support in a manner consistent with ensuring the highest level of service. Directly supervise a team of three finance team members. Serve as a divisional liaison with the CFO/Controllers Division, Grants and Contracts and Legal Services. Work is carried out independently under general supervision.

Essential Duties and Responsibilities include the following. IIE may add, change, or remove essential and other duties at any time.
Program Finance •Responsible for complying with applicable contract /sponsor requirements and deliverables and following all IIE policies and procedures. •Serve as primary liaison to sponsor for program finance related issues; provide regular contractual as well as ad-hoc reports and analyses. •Lead and develop annual budget and mid-year budgets for division. Participate in discussions with Senior Management as applicable. •Compile and analyze monthly divisional variance reports and submit explanations as applicable. •Provide quarterly results and ad hoc reports against budget; provide high level reforecasts.
•Monitors fiscal performance for division; identifies significant over/under expenditures and implements corrective action. •Prepare budgets (cost proposals), budget narrative, and budget-related supplemental forms; run through VP/G&C/OPO reviews before submission for new business, renewals and re-bids. •Manage and monitor receipt-based invoicing, revenue recognition, accounts receivables, cash position, and financial deliverables with assistance from relevant program staff. •Serve as primary liaison to corporate Finance and Operating systems projects, including systems requirements analysis, Q/A testing, and roll-out. •Collaborate with other functional unit leads to track program activities and provide financial input as applicable. •Represent division at finance and relevant meetings; lead communication with central services. •Administer and resolve contract management issues; includes serving as an Award Manager (or Award Manager Admin) for department's awards in AMS and collaborating with G&C and Legal to finalize new agreements and amendments. •Train staff on IIE's financial policies and procedures and compliance trainings; operationalize best practices, communicate changes/updates/internal and external audit findings to staff.

People Management •Make recommendations concerning employment, termination, performance evaluations, salary actions, and other personnel actions. •Prioritize, organize, distribute, and coordinate the flow of work. •Guide individual employee performance via timely communication and support. •Identify appropriate training and development opportunities to contribute to the achievement of department goals. •Ensure that prescribed policies, procedures, and schedules are followed.

Education/Experience:
•Bachelor’s degree required, Master’s degree preferred. Preference for candidates with majors related to finance, accounting, or business. •Minimum five years’ progressive finance experience with a solid understanding of fundamental accounting /budgeting concepts.
•Experience with grants /contracts management compliance environment and invoicing •Prior supervisory experience required. •Previous experience with receipt-based reporting a plus.

Knowledge, Skills, and Abilities:
•Demonstrated effective communication skills in writing, business presentations and in interpersonal communication. •High degree of adaptability and ability to manage multiple conflicting priorities under tight deadlines. •Demonstrated critical thinking, attention to detail, analytical and complex problem-solving skills. •Advanced knowledge of Microsoft Excel and strong working knowledge of remainder of Microsoft Office suite. •Demonstrated ability to organize and manage large sets of data and supporting documentation. •Demonstrated ability to learn and implement ERP and financial systems.
