IIE is seeking a Chief of Party (COP) to provide leadership and direction for a 5-year USAID funded workforce development project in multiple countries in Latin America and the Caribbean (LAC).
The COP will have oversight for program management, strategic vision, fiscal integrity, quality and timing of deliverables, and overall coordination with partners and will mentor the Deputy Chief of Party, who will assume this role at the end of the COP's assignment. The COP will serve as the liaison between USAID, local governments, the business community, technical training institutions, universities, and other stakeholders. This position is contingent upon project award.
Essential duties and responsibilities include:
• Providing leadership and management to establish the direction of the program;
• Building strategic partnership with local USAID Missions, local governments, and program partners and targeted private sector stakeholders;
• In collaboration with USAID, setting a clear strategic vision, plan, develop, and coordinate training activities and corresponding budget(s) to meet project objectives and goals;
• Providing capacity building of the local in-country team including coaching and mentoring to ensure high quality of and timeliness of deliverables;
• Overseeing the design and implementation of efficient, results-oriented, cost-effective interventions to improve organizations' human and/or institutional capacity, including administering academic education and technical training of mid- to high-level professionals;
• Overseeing in-country finances, budgeting and procurement, ensuring that all finance and procurement is compliant with USG and IIE policies and procedures;
• Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures; and
• Performing other related duties and functions as assigned.
Education/Experience:
• Master's degree or higher in a relevant area (such as Business, Higher Education Management, International Relations, Social Sciences, or other);
• At least ten (10) years of comparable experience in educational or international not-for-profit organizations and experience in fields of higher education, economic development or global development including previous supervisory experience;
• Direct work experience in the LAC region;
• Experience managing USAID programs required; COP experience preferred.
Knowledge, Skills, and Abilities:
• Excellent verbal and written communication in English and Spanish;
• Demonstrated understanding of the LAC context, including a thorough understanding of educational and economic environment of the region;
• Working knowledge of relevant USAID and USG policies, strategies, and requirements;
• Proactivity and the ability to lead outreach to new and existing partners;
• Proven strong team building, capacity building and management skills;
• Excellent project management and organizational skills; must be accurate, detail-oriented and follow through on assignments;
• Ability to handle sensitive and confidential information with tact and discretion;
• A commitment to the region, economic development, and the Institute's mission.
